In order for a country still in its development stage to attract foreign investments is to give something, even if it means letting foreigners to benefit the natural resources or properties of the country.
Chile is a good example of this. The country's Ministry of National Property has recently offered real estate properties, energy and tourism sites open for foreign investor.
